For residential areas, limits are as loud as a normal conversation at 65 dBA. If your music can be heard on your
neighbor’s property any louder than a normal conversation, then it is likely too loud.
If you call to make a complaint about loud noise and you get an unsatisfactory response from the dispatcher, ask to speak to the desk sergeant. You can also call during the week and ask to speak to the desk sergeant or Chief Perez. Nuisance properties will get an orange sticker after multiple calls. NUISANCE PROPERTY DEFINED as any property that, by virtue of condition, activity, or situation, poses a threat to the health, safety, or welfare of the community or that otherwise interferes with the quiet use and enjoyment of nearby properties.
Points of reference measured in decibels - 10 dBA normal breathing, 30 dBA soft whisper, 60 dBA normal conversation, 110 dBA shouting in ear.

Yard Waste Pickup
Waste Management Yard Waste services from April 15 – December 28, 2025. To save on bags, you can use containers for yard waste. These containers should be labeled with a yellow sticker provided by DPW or City Hall. Stickers are available for pickup at DPW or City Hall. You can also fill out the contact form on the NENA www.nenapvd.org website and ask for a yellow sticker for yard waste.

Waste Management provides a bulk item trash pickup service to Providence residents and is limited to 3 items per week. This is a scheduled service; please call Waste Management at 800-972-4545. Please call at least twenty-four hours before your regular trash/recycling collection day to schedule a pickup
‘Bulky items’ refer to furniture such as tables, chairs, bureaus, bedside stands, shelves, and other common household furniture. Large appliances are refrigerators, stoves, washer-dryers, water heaters, and air conditioners.
Trash/Recycling Bin and Replacement Parts Request Support
You can request free replacement bins, bin lids and parts through the DPW's online portal: https://www.providenceri.gov/public-works/forms/ > Click on Trash/Recycle Cart request > setup a login > select the parts you need to replace. You will need the serial number off of your cart.
The cost for replacing a cart is FREE unless the serial number does not match the original cart or if the cart is missing. The cost then is $50 per cart.

Mattresses
The Department of Public Works at 700 Allens Avenue is currently accepting Providence residents unbagged mattresses and box springs on Saturdays from 7am-12:45pm. Please arrive before 12:45pm for item inspection on site. 2 items will be accepted with a valid Providence ID.
If you are unable to make Saturday’s hours, RI residents can deposit unbagged mattresses and box springs at Rhode Island Resource Recovery

Residents can also call Waste Management at 1(800)972-4545 more than 48 hours ahead of your trash day to make an appointment for a curbside pickup of up to 3 bagged mattresses for a fee of $28.50 per mattresses. Mattress bags can be purchased at hardware stores and home centers for about $10.00 each.
Overnight Parking - The Overnight Permit Parking Program allows overnight parking on residential streets in Providence. Cars without a valid overnight parking permit, or guest permit, are not allowed to park on the street between 2:00AM and 5:00AM.
The City of Providence recently expanded its overnight parking program so that now more residents, including students from Providence-based colleges and universities, can apply for an overnight parking permit. Residents may register for a permit at Traffic Engineering or the Municipal Court.
Obtaining an overnight parking permit
- Permits cost $100 per year for cars registered in Providence. Permits cost $200 per year for cars registered outside of Providence.
- Residents must bring valid, original car registration.
- There is a limit of two permits per household/unit and there is a 6500 lb weight restriction per vehicle to qualify. College dormitories are not eligible for permits. Buildings with six units or more should be able to demonstrate a significant hardship to be eligible for a parking permit.
- Any unpaid tickets issued on the vehicle registration must be paid in order to obtain a parking permit.
- Residents will be required to provide a valid email address that the City will use to provide permit holders information about parking bans.

Please keep in mind that the schedule is subject to change due to weather and staffing. Anyone with overnight parking permits will also be notified by email with the street sweeping schedule to make alternate parking arrangements to minimize interfering with street sweeping activities.
PROVIDENCE HAS A “POOP SCOOPER” ORDINANCE
The city requires the owner to clean up after their own dog. Dog owners must carry something to pick up and properly dispose of the waste when walking their dog. There is also a sanitation ordinance requiring the owner to clean up animal feces on their property and properly dispose of it.
Graffiti is a public nuisance and destructive of the rights and values of property owners as well as the entire community. Unless residents take action to remove graffiti from public and private property, the graffiti remains.
Public Property manages clean up on surfaces including brick, cement, concrete, wood, asphalt, and vinyl siding, as well as mechanical and traffic control boxes. Please report graffiti on PVD311 https://www.providenceri.gov/pvd311/.
